According to the Council, its approach reduces administrative burdens while maintaining a high level of consumer protection.<\/p>\n<p data-start=\"743\" data-end=\"1056\">Additionally, in order to give companies more time to adapt to the changes, particularly because the new CLP introduces new substance classifications that could trigger cosmetic bans under Article 15 of the Cosmetics Regulation, the entry into application of the new CLP has been postponed until <strong data-start=\"1037\" data-end=\"1055\">1 January 2028<\/strong>.<\/p>\n<p data-start=\"1058\" data-end=\"1186\">From the Council\u2019s perspective, the proposal balances simplification with consumer protection. Key elements highlighted include:<\/p>\n<ul data-start=\"1188\" data-end=\"1521\">\n<li data-start=\"1188\" data-end=\"1226\">\n<p data-start=\"1190\" data-end=\"1226\">Removal of duplicated requirements<\/p>\n<\/li>\n<li data-start=\"1227\" data-end=\"1276\">\n<p data-start=\"1229\" data-end=\"1276\">Maintaining the \u201cdigital-by-default\u201d approach<\/p>\n<\/li>\n<li data-start=\"1277\" data-end=\"1304\">\n<p data-start=\"1279\" data-end=\"1304\">Clearer labelling rules<\/p>\n<\/li>\n<li data-start=\"1305\" data-end=\"1372\">\n<p data-start=\"1307\" data-end=\"1372\">\u201cReasonable\u201d deadlines for withdrawing products containing CMRs<\/p>\n<\/li>\n<li data-start=\"1373\" data-end=\"1444\">\n<p data-start=\"1375\" data-end=\"1444\">Reintroduction of nanomaterial notification before market placement<\/p>\n<\/li>\n<li data-start=\"1445\" data-end=\"1521\">\n<p data-start=\"1447\" data-end=\"1521\">A more \u201cprotective\u201d approach regarding hazardous substances in cosmetics<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1523\" data-end=\"2095\">According to industry representatives, however, the Council\u2019s position reduces the level of simplification initially envisaged. Cosmetics Europe considers that an opportunity has been missed to improve Article 15 on derogations, as originally proposed by the European Commission. In practice, the derogation process remains unclear and based on criteria that are extremely difficult to meet, such as proving that no alternatives to an ingredient exist.
